NATIONAL POPULAR VOTE INTERSTATE COMPACT

As of this writing, 15 states and the District of Columbia have adopted legislation to join, and are currently signatories of, the National Popular Vote Interstate Compact, originally drafted in January of 2006 and introduced February 23rd of that year. There are some critics who contend that the compact would benefit urban areas with a larger population over rural areas with a smaller population, and allow lower caliber candidates to run. Who defines caliber, electability and fitness for national office? If it is supposed to be the United States Electoral College, then why did the electors not serve their protective role in 2016, and guard against the wake of detritus after the last four years?
